공모배경
Background

국가기록박물관은 국가의 상징적 문화공간인 국립박물관단지 내에 조성될 예정이며, 대한민국의 우수한 기록유산을 경험 할 수 있는 전시문화공간으로서 기록의 가치와 기록관리의 중요성을 체감할 수 있는 기회를 제공한다.

국가기록박물관은 대한민국을 상징하는 대표 기록물(아카이브) 전시공간으로, 대한민국 기록의 역사와 자료의 보관 및 연구거점 시설의 역할을 한다.

본 국제설계공모는 위와 같은 배경으로 ‘국가기록박물관’의 건립을 위한 최적의 설계안을 선정하고자 한다.

 

The National Archives Museum will be built within the National Museum Complex, a symbolic cultural space of the country, and as an exhibition and cultural space where one can experience Korea’s excellent documentary heritage, it will provide an opportunity to experience the value of archives and the importance of archives management.

The National Archives Museum is a representative record (archive) exhibition space that symbolizes Korea and serves as a storage and research base facility for the history and materials of records of Korea.
The purpose of this international design competition is to select the optimal design plan for the establishment of the ‘National Archives Museum’ against the background described above.

박종기, Park Jong Ki
순천향대학교

박종기 교수(Prof. Park Jong Ki)는 독일 국립 베를린공과대학교(TU Berlin)에서 공학박사(Dr.-Ing.)와 석사/학사( Dipl.-Ing.) 학위를 취득했으며, 순천향대학교 건축학과 교수로 재직 중이다.
현재, 보령시 총괄건축가, 한국건축설계학회 수석부회장, 충남도시건축연구원 수석부원장, 외교부 건축자문위원회 기술자문위원, 국가유산청 문화재위원회 전문위원, 충청남도 건축경관위원회 위원, 행복청(행정중심복합도시건설청) 국립박물관단지 자문위원 등 다방면에서 활동하고 있다.
2024년 무애(이광노) 건축상과 2023년 한국생태환경건축학회 학술상을 수상하였으며, 건축가 그리고 도시설계가로서 한국, 중국, 독일에서 다양한 프로젝트를 수행하고 있다.

Prof. Park Jong Ki received his Doctor of Engineering (Dr.-Ing.) and Master of Science (Dipl.-Ing.) degrees from the Technical University of Berlin (TU Berlin), Germany, and is a professor of architecture at SoonChunHyang University.
Currently, he is the Chief Architect of Boryeong City, Senior Vice President of the Korean Institute of Architectural Design, Senior Vice President of the Chungnam Urban Architecture Institute, Technical Advisor to the Architectural Advisory Committee of the Ministry of Foreign Affairs, Expert Member of the Cultural Heritage Committee of the National Heritage Administration, Member of the Architectural Landscape Committee of Chungcheongnam-do, and Advisor to the National Museum Complex of the National Agency for the Construction of Administrative Centers and Complex Cities (NAACC).
He was awarded the Muae (Lee, Gwang Noh) Architecture Award in 2024 and the Academic Award of the Korean Society of Ecological and Environmental Architecture in 2023. As an architect and urban designer, he has worked on various projects in Korea, China, and Germany.

백진, Back Jin
서울대학교

백진 교수는 서울대학교 공과대학 건축학과를 졸업한 후 도미하여 예일대학교에서 건축학 석사 그리고 펜실바니아 대학교에서 건축학 박사학위를 수여받았다. 서울대학교 건축학과에 부임하기 이전에 펜실바니아 주립대 및 동경대에서 연구를 진행하며 건축이론, 설계스튜디오, 건축역사에 대해 강의하였다.
건축도시이론연구실 소속 연구원들과 거대도시의 공간구조 변화 및 대안도시모델개발 등 건축 및 도시 이론과 관련된 다양한 프로젝트를 진행중이다.

Professor Back Jin graduated from the Department of Architecture at Seoul National University before moving to the United States, where he earned his Master's degree in Architecture from Yale University and his Ph.D. in Architecture from the University of Pennsylvania. Prior to joining the faculty at Seoul National University, he conducted research at Pennsylvania State University and the University of Tokyo, teaching courses in architectural theory, design studios, and architectural history. He is currently involved in various projects related to architectural and urban theory, collaborating with researchers from the Urban Theory Research Lab on the changing spatial structures of megacities and the development of alternative urban models.

오스카 강, Oscar Kang
서울과학기술대학교

오스카 강 교수는 일리노이 공과대학교에서 건축학 학사 학위를 취득한 후, 2001년에 델프트 공과대학교에서 교환학생 프로그램을 경험했고, 2008년에는 하버드 대학 디자인대학원에서 건축학 석사 학위를 받았다. 그의 경력으로는 2013년부터 2017년까지 뉴욕의 Selldorf Architects에서 수석 프로젝트 건축가로 활동하며 현대 미술관, 하우저 & 위스 갤러리, 크리스티스 웨스트 갤러리 등의 프로젝트에 참여했다.

Oscar Kang received his Bachelor of Architecture from the Illinois Institute of Technology, participated in an exchange program at Delft University of Technology in 2001, and completed his Master of Architecture at Harvard University's Graduate School of Design in 2008. His professional experience includes serving as a Senior Project Architect at Selldorf Architects in New York from 2013 to 2017, where he contributed to projects such as the Museum of Contemporary Art, Hauser & Wirth Gallery, and Christie’s West Gallery.

윤성훈, Yoon Sung Hoon
청주대학교

윤성훈 교수는 연세대학교 건축공학과를 졸업 후 연세대학교대학원에서 석사, 미국 미시간대학교에서 건축학석사와 건축학박사 학위를 받은 뒤 실무경험을 쌓았다. 현재 청주대 건축학과 교수로 재임 중이며 한국생태환경건축학회 수석부회장, 대한건축학회 건축계획위원장 등 학회 활동뿐만 아니라, 국가스마트도시위원장, 국토교통부 중앙건축위원회 위원, 행정중심복합도시 공공건축가, 경상북도 공공건축가, 청주시 공공건축가 등을 역임하고 있다. 공공건축 발전에 크게 기여한 공을 인정받아 2024년 국토교통부장관상을 수상하였다.

Professor Yoon Sung Hoon graduated from the Department of Architectural Engineering at Yonsei University. He earned his Master's degree from Yonsei University Graduate School and both a Master's and a Ph.D. in Architecture from the University of Michigan, gaining practical experience along the way. Currently, he serves as a professor in the Department of Architecture at Cheongju University. In addition to his academic activities, he holds several positions, including Senior Vice President of the Korean Society of Ecological Environment and Architecture, Chair of the Architectural Planning Committee of the Korean Institute of Architects, and Chairman of the National Smart City Committee, Member of the Central Archiecture Committee of the Ministry of Land, Infrastructure and Transport. He has also served as a public architect for the Administrative City, Gyeongsangbuk-do, and Cheongju City. In recognition of his significant contribution to the development of public architecture, he received the 2024 Minister of Land, Infrastructure and Transport Award.

이강준, Lee Kang Jun
한양대학교 ERICA캠퍼스

이강준 교수는 한양대학교 ERICA 건축학부를 졸업하고 영국 런던 AA스쿨에서 Diploma 학위를 받았다. 이후 Foster and Partners에서 4년간 실무 경험을 쌓았으며, 영국 왕립건축사(RIBA)로 등록되어 있다. 2013년부터 한양대학교 ERICA캠퍼스 건축학부 교수로 재직 중이다.
주요 경력으로는 노스캐롤라이나 주립대 방문연구원, 법무부 법무시설 기술자문위원, 경기도 건설기술 심의위원, 인천 서구 공공건축가 활동이 있다. 주요 성과로는 UIA 2014 Durban 세계건축대회 서울관 설계 아이디어 공모 당선과 대한건축학회상 작품상 수상이 있으며, 연구 분야로는 프리캐스트 콘크리트를 이용한 외피 리모델링 방법 연구가 있다.

Professor Lee Kang Jun graduated from the School of Architecture at Hanyang University ERICA and obtained a Diploma from the AA School of Architecture in London. He gained four years of professional experience at Foster and Partners and is registered as an architect with the Royal Institute of British Architects (RIBA). Since 2013, he has been serving as a professor in the School of Architecture at Hanyang University ERICA Campus.
His key career roles include serving as a visiting researcher at North Carolina State University, a technical advisory committee member for the Ministry of Justice, a construction technology committee member in Gyeonggi Province, and a public architect for Seo-gu, Incheon. His achievements include winning the design idea competition for the Seoul Pavilion at the UIA 2014 Durban World Congress and receiving the Architectural Institute of Korea (AIK) Award for Design Excellence. His research includes studies on facade remodeling methods using precast concrete systems.

최미옥, Choi Mi Ok
국립민속박물관

최미옥 학예사는 학부에서 언어학을 전공하고, 석사와 박사과정에서 각각 공간디자인과 건축을 전공하였다. 이러한 학문적 배경을 바탕으로 (주)우원디자인과 (주)미래세움 등에서 실무를 하며 반구대암각화선사공원, 고속도로문화관 등 대규모 전시 프로젝트에 참여했다. 2008년 문화체육관광부 소속 국립민속박물관에 디자인담당 학예사로 채용되어 현재까지 재직 중이다. 30여 편의 논문 발표와 50회 이상의 전시디자인 특강을 진행하였다.

Choi Mi Ok is a curator who majored in linguistics for her undergraduate studies and specialized in spatial design and architecture for her master's and doctoral degrees. Based on this academic background, she has worked in practical settings at companies such as Uwon Design and Mirae Seum, participating in large-scale exhibition projects, including the Bangudae Petroglyphs Prehistoric Park and the Highway Culture Center. In 2008, she was hired as a design curator at the National Folk Museum of Korea under the Ministry of Culture, Sports, and Tourism, where she has been employed to this day. She has published over 30 papers and conducted more than 50 special lectures on exhibition design.

황정현, Hwang Jeong Hyun
H2L 건축사사무소

황정현 대표는 서울시 공공건축가이자 녹색건축인증 전문가로, 중앙대학교에서 겸임교수로 활동하고 있다. 2015년 건축사사무소 H2L을 설립한 이후, 그는 건축설계와 도시계획 분야에서 다양한 프로젝트를 성공적으로 수행해왔다. 중앙대학교와 동 대학원에서 건축과 도시계획 이론을 깊이 연구하였으며, 2021년에는 한국건축문화대상 본상(국무총리상)과 2022년 한국리모델링 건축대전 우수상을 수상하여 그의 전문성과 창의력을 인정받았다. 현재 중앙대학교에서 설계 스튜디오를 운영하며, 건축과 도시계획의 새로운 방향성을 제시하고 있다.

Hwang Jeong Hyun is a public architect of Seoul and an expert in green building certification, currently serving as an adjunct professor at Chung-Ang University. Since founding the architectural firm H2L in 2015, he has successfully carried out various projects in the fields of architectural design and urban planning. He deeply studied architectural and urban planning theories at Chung-Ang University and its graduate school. In 2021, he was recognized for his expertise and creativity by receiving the Grand Prize at the Korean Architecture Culture Awards (Prime Minister’s Award) and an Excellence Award at the 2022 Korean Remodeling Architecture Awards. Currently, he operates a design studio at Chung-Ang University, proposing new directions in architecture and urban planning.

김호민, Kim Ho Min (예비)
폴리머건축사사무소

김호민 건축가는 서울대학교 건축학과와 런던 에이에이스쿨에서 설계를 공부했다. 주요 경력으로는 대학 졸업 후 대우건설에서 시공경험을 쌓고, 알레한드로 자에라 폴로와 파시드 무사비가 이끌던 에프오에이에서 실무를 했으며, 귀국 후 건축사무소 poly.m.ur를 운영하고 있다. 영국 왕립건축사협회에 등록된 영국 왕립건축사로서 에이에이스쿨, 코넬대학교, 서울대학교, 경기대학교, 건국대학교, 성균관대학교 등에서 학생들을 가르치기도 했다. 대한민국을 이끌 젊은 건축가 10팀 중 하나로 건축문화에서 AT*10, 픽셀하우스에서 ‘뉴욕, 런던, 서울의 도시재생 이야기’를 기획하여 14명의 다른 건축가들과 함께 출간했다.

Kim Ho Min is an architect who studied architecture at Seoul National University and the Architectural Association in London. After graduating, he gained construction experience at Daewoo Engineering & Construction and worked at FOA, led by Alejandro Zaera-Polo and Farshid Moussavi. Upon returning to Korea, he founded the architecture office Poly.m.ur. As a registered architect with the Royal Institute of British Architects (RIBA), he has also taught at the Architectural Association, Cornell University, Seoul National University, Kyonggi University, Konkuk University, and Sungkyunkwan University. Recognized as one of the 10 emerging young architects in Korea, he contributed to the publication AT10 by Architecture Cultureand co-curated New York, London, and Seoul’s Urban Regeneration Storieswith 14 other architects, published by Pixelhouse.

  • 1) 심사결과는 심사일로부터 7일 이내에 공모 홈페이지에 게시하고 수상자에 한하여 공식 통지한다.
  • 2) 당선자와 입상자에게는 등위에 따라 다음과 같이 보상비가 지급된다.
  • 3) 공동응모의 경우 공동응모 대표자에게 보상비를 지급한다.
  • 4) 시상식의 일정은 공모 홈페이지 또는 개별 연락으로 통보한다.
    • 최우수(당선작) - 기본 및 실시설계 용역 계약체결 및 설계권 부여
    • 우수작(2등) - 40,000,000원
    • 가작(3등) - 30,000,000원
    • 가작(4등) - 20,000,000원
    • 가작(5등) - 10,000,000원
  • 1) The results of the jury review will be posted on the competition website within 7 days from the jury review date and only the winners will be officially notified.
  • 2) The winner and prize winners will be paid the following compensation according to their rank.
  • 3) In the case of joint applications, the compensation fee will be paid to the representative of the consortium.
  • 4) The schedule of the awards ceremony will be announced on the competition website or through individual contact.

Eligibility
  • 가. 응모자격
    • 1) 국내 건축사(Licensed Architect, 법인포함)는 단독 또는 공동으로 참가할 수 있다.
    • 2) 국외 건축사(Licensed Architect, 법인포함)는 국내 응모자와 공동수급체를 구성하여 참가해야 한다.
    • 3) 공동응모는 최대 2인(개인 또는 법인)까지 가능하며, 공동응모자 중 1인을 응모 대표자로 선정하여 등록하여야 한다.
    • 4) 외국 건축사 면허 소지자의 경우, 공고일 기준 해당 국가의 법률에 따라 건축사 자격을 가진 자로 하며, 국내 건축사와 공동으로 참가해야 한다. 이 경우 응모 대표자는 국내 건축사로 한다.
  • 나. 자격제한
    • (1) 국가기록박물관 설계공모 운영위원, 심사위원, 기술심사위원 혹은 그의 직계가족 등 사업에 직간접적으로 참여한 자는 본 공모에 참가할 수 없다.
    • (2) 해당위원이 속한 조직 혹은 업체의 직원은 본 공모에 참가할 수 없다.
    • (3) 해당위원이 대한민국 「고등교육법」 제14조, 제15조에 따른 대학 소속의 정·부·조교수 등 ‘전임(專任)교원’인 경우 해당자와 동일대학 동일 학과·학부 소속의 ‘전임(專任)교원’은 본 공모에 참가할 수 없다.
    • (4) 상기 참가자격을 위반한 자가 참가 등록을 할 경우, 공모 주최자 및 공모관리자는 참가등록을 거부할 수 있다.
  • A. Eligibility for Participation
    • 1) Domestic architects (licensed architects, including corporations) can participate individually or jointly.
    • 2) Foreign architects (licensed architects, including corporations) must participate by forming a consortium with domestic applicants.
    • 3) A maximum of two people (individuals or corporations) can apply jointly, and one of the joint applicants must be selected as the representative applicant and registered.
    • 4) In the case of a foreign architect, as of the date of announcement, he/she shall be a qualified architect in accordance with the laws of their country and must participate jointly with domestic architects. In this case, the representative of the applicant shall be a domestic architect.
  • B. Restrictions on Eligibility
    • (1) Anyone who directly or indirectly participated in the project, such as a member of the National Archives Museum Design Competition Steering Committee, a member of the Jury, a member of the Technical review committee, or their immediate family members, cannot participate in this competition.
    • (2) Employees of the organization or company to which the committee member belongs cannot participate in this competition.
    • (3) If a relevant committee member is a full-time faculty member, such as a professor, associate professor, or assistant professor, of a university according to Articles 14 and 15 of the Higher Education Act of the Republic of Korea, the full-time faculty members’ belonging to the same department or college as the applicant cannot participate in this competition.
    • (4) If a person who violates the above qualifications registers to participate, the competition organizer and administrator may reject the registration.

    설계도판 도면 축척 변경 공지 (Notice of Scale Change for Drawing Panel )

    국가기록박물관 국제설계공모 제출물인  설계도판 구성시 도면의 축척 변경에 대하여 안내해 드립니다.
    변경사항: 주요 도면(평면도, 입면도, 단면도)의 축척
    기존: 1/300 ---> 변경: 1/400

    공모지침서 P.7, ① 설계도판에서 '2) 도판에 수록될 주요 도면(평면도, 입면도, 단면도)의 축척은 1/300으로 한다. 단 배치도의 축적은 1/600으로 한다.' 라고 제시된 도면 축척은  '2) 도판에 수록될 주요 도면(평면도, 입면도, 단면도)의 축척은 1/400으로 한다. 단 배치도의 축적은 1/600으로 한다.'로 변경되었음을 공지하여 드립니다.
    변경된 내용을 숙지하시고 도판을 제작해 주시기를 바랍니다.

    We would like to inform you of a change in the scale of design drawings to be included in the submission for the National Archives Museum International Design Competition.

    Previous: 1/300 --> Revised: 1/400

    As stated in the competition guidelines, page 9, ①, Design Panel, "2) The scale of drawings (plan, elevation, section) to be included in the design panels 
    shall be 1/300. The scale of the site plan is 1/600. However, this has been revised to '2) The scale of drawings (plan, elevation, section) to be included in the design panels shall be 1/400. The scale of the site plan is 1/600."

    Please be aware of this change and prepare your design panel accordingly.

    설계설명서 제출 기준(매수) Design Description submission criteria (number of sheets)

    공모지침서 6p [1.14 1차 심사 제출] 과 8p에 '②설계설명서' 매수에 대한 내용이 서로 상이하게 작성된 내용이 있어 공지드립니다.

    제출의 기준은 6p를 기준으로 하오니 참고하시기 바랍니다.

    국가기록박물관 국제설계공모에 관심을 가져주시고 참가등록을 해주셔서 진심으로 감사드립니다.
    등록된 참가자분들께 공모지침서 상 참가자격 관련 유의사항을 다시 한번 안내드리고자 합니다.

    1. 건축사 면허증 소지 필수
     - 응모대표자 및 공동응모자는 「건축사법」에 따른 건축사 면허증을 보유하고 있어야 합니다.

    2. 응모대표자 자격
    - 응모대표자는 공고일 기준 「건축사법」 제7조에 따라 국내에서 건축사사무소 개설신고를 마친 사람이어야 하며, 추후 작품 접수 시 '건축사사무소 신고필증, 사업자등록증 등' 관련 서류를 제출해야 합니다.
    - 등록된 응모대표자의 정보를 확인하시어 사업자등록번호 등의 오기가 있는 경우, 용역사 이메일(maarchitects@daum.net)로 회신 부탁드립니다.

    3. 중복 참가 불가
    - 단독 또는 공동참가 방식 중 하나를 선택해야 하며, 중복 등록은 불가합니다.

    Thank you for your interest in the National Archives Museum International Design Competition and for completing your registration. We would like to provide a reminder regarding the eligibility requirements as specified in the competition guidelines.

    1. Licensed Architect Requirement
     - Both the representative applicant and joint applicants must hold a licensed architect certification in accordance with the Architects Act

    2. The representative applicant Qualifications
     - The representative applicant must have registered the opening of an architectural office in South Korea in accordance with Article 7 of the Architects Act as of the competition announcement date. Additionally, related documents such as the Architectural Office Registration Certificate and Business Registration Certificate must be submitted during the project submission stage.
     - If there are any errors in the registered information (e.g., business registration number), please notify us by email at maarchitects@daum.net.

    3. Prohibition of Duplicate Participation
     - Participants must choose either individual or joint participation, and duplicate registrations are not permitted.
     - If you have registered as both a representative applicant and a joint applicant, please confirm your intended participation and notify us by email at maarchitects@daum.net.

    4. Prohibition of Sole Participation by Foreign Architects
     - Foreign architects must participate jointly with a domestic architectural office, and the representative applicant must be a licensed domestic architect.
     - Please note that foreign architects cannot participate as sole applicants or in joint submissions composed solely of foreign architects.

    행정중심복합도시건설청 국립박물관단지팀에서 알려드립니다.

     

    본 사업과 관련하여 설계비 산정에 대한 여러 의견을 귀 기울여 듣고 있습니다. 

    현재 설계비 증액을 위해 예산 당국과 긴밀히 협의 중이며, 이를 통해 보다

    적절한 설계비를 반영하고자 노력하고 있습니다.

     

    어려운 예산 여건 속에서도 최선을 다해 준비 중이며 이를 통해 향후

    본 사업의 설계는 증액 설계비를 포함한 금액으로 진행될 예정입니다.

     

    추후 협의가 완료되는 대로 보다 구체적인 사항을 안내드리겠습니다.

    This is an announcement from the National Museum Complex Team of the National Agency for Administrative City Construction.
    We are listening closely to various opinions on the estimated design fee for this project.


    We are currently in close consultation with the budget authorities to increase the design fee, and through this, we are trying to reflect a more appropriate design fee.
    We are doing our best to prepare despite the difficult budget conditions, and through this, the design of the project will proceed with the increased design fee in the future.


    We will provide more specific information as soon as the consultation is completed.

    1. 국립박물관단지의 인접 시설들과의 연계 등 대상지의 특성을 감안하여 최대한 현장설명회에 참여하시어 대상지에 대한 이해도를 높이실 것을 권장합니다. 

    2. 원활한 진행을 위해 참가자분들은 공모지침서를 인쇄하여 행사당일 지참해 주시기 바랍니다.

     

    1. Considering the characteristics of the target site, such as its connection with adjacent facilities of the National Museum Complex, we recommend that you participate in the on-site briefing session as much as possible to increase your understanding of the target site.

    2. To ensure a smooth process, participants are requested to print out the competition guidelines and bring them with them on the day of the event.
